Inkscape is a FREE vector graphics editor similar to Adobe Illustrator.  It uses Scalable Vector Graphics (.SVG) format . Vectorized images can be converted to toolpaths very quickly. With some format conversion, vectors can be used as 3D modelling templates or they can be projected onto 3D surfaces for 3, 4 or 5 axis toolpathing with CNC_Toolkit.

Inkscape v0.46 benefits from improved .DXF output. In addition "3D Extrusion", "Better DXF output" and "gcode generation" extensions are available (see cnc4free.org links page).
