Using the gmax "Create" panel, accessed by clicking the highlighted arrow, select  "sphere" as the object type.  Click-and-drag in the front viewport to create a sphere of the desired dimensions. Use a reasonable number of "segments" to  ensure a smooth object is created.  Note that larger objects will need plenty of segments to maintain surface smoothness.

In the sphere creation parameters set the "Hemisphere" value to 0.5 and ensure that the "Chop" option is selected.  This reduces the created sphere to a hemisphere. The position of the "Chop" being established by the "Hemisphere" value.

If "Smooth" is ticked (the default setting), gmax uses an inbuilt smoothing routine to display  a smooth shaded surface.  If surface smoothness in the MESH is desired then be sure to check the true surface state by clicking the "Smooth" setting off.
